How can I make a cute witch costume and how can I make a gothic cheerleader look awsome?

I have this silver dress from last year and my sister wants to be a witch this year. I want to make her a costume out of the silver dress. My friend gave me a Gothic cheerleader costume and I want it to look cooler. Just to let you know the skirt is about 2 inches or so above my knees and the shirt is 2 or three inches above my navel. I am 5′ 2″ 1/2 or so and my sister is like 4’9 or 4’8. The dress goes to about half her calf.
